The old Pandion 2.5 had a bug for avatars downloading. There is a newer Pandion for download at pandion.be but for some reason they branded the new one 2.5 too :P So if your users will download that 'new' 2.5 avatars will work correctly. Setting an avatar in Pandion is indeed not possible, but because it is server side-storage any other client can be used just one time to set it. Other cool clients for windows are Psi (especially the brand new psi-ng branch (still in development but some very nice features) and Norman his muc-bundle build ( http://norman.rasmussen.co.za/dl/psi/psi-muc-bundle-20060123011929-win32.zip) with remote control, ad-hoc, avatars in chat window, Multi User Chat support and some other tweaks. Gajim is also pretty nice, but you can clearly see it has been written for linux.
