Hmm, to my mind it's more like: 3 is extremely annoying, 2 is very annoying, 1 is annoying, and 0 is happy > Once is > ichat showing the away message as it knows it from status information. This is the way it should be done. Actually then we are effectively talking about the same thing. "1" means your client just informed you itself. 2 means your client AND pyaim informed you via a message. 2 also could mean that your client and the other person's jabber client informed you. 3 means all three send you something. 0 means you don't even know there WAS an away message.
