Problem:
Installation of pyclewn-1.0.win32_setup.exe on Windows Vista fails
with the error message "msvcr71.dll not found".
Solution:
When building, use python 2.6.4 to create an installer with the
dll statically built into the installer.
Build the installer with option ``--user-access-control=force``.
