Description:
When pyclewn fails to startup, the vim ``:Pyclewn`` command hangs
forever.
Solution:
Check for the existence of Vim script file before running
``:nbstart`` in the ``Pyclewn`` vim command. Throw an exception if
it does not exist and tell the user to run the ``pyclewn`` program
to get the cause of the problem.
