​Sounds like a Windows variety. I'm not sure why you'd expect it to appear in the start menu, though. It's an API, not a program.
You can check if PyGame is installed by opening a Python terminal (Python IDLE, probably), typing "import pygame", and then waiting to see if it barfs.
