I didn't have that problem when packaging for Windows (Pyglet 1.2 alpha1; I develop with Fedora). Can you try the windows bundle of this game? http://www.usebox.net/jjm/for-science/ It's a EXE made with py2exe that includes Python, Pyglet and Cocos2D, and I believe it works (I only had one problem report at PyWeek 16 with Win7, but I think it was related to my lack of experience with Cocos). If it works then your problem could be related to your Python/Pyglet installation.
