Yes, that was the solution. It's a permissions problem - although the installer gives the wrong error (it reports the TARGETDIR property not being set, when it is really an "access denied") For reasons I don't yet understand, Vista doesn't offer the "run as admin" option for the PyGtk installer; we had to run a command shell as admin & do a command-line installation.
