I have succeeded but I'll write back more details later. In short, I did
a onefile version and manually included the mpl-data folder as a
subfolder of the folder the executable was running in. The complete SOFA
Statistics program worked on a clean install. Thanks for the support
along the way.

the mpl-data has to be included in build phase. Then there is something
wrong with the matplot hook.
Could you try just onedir mode and see if it's there included?
