Hmm, OK...but all a pull request is, is an issue with benefits...the
benefit is that someone has already done the work to address the issue.
You still have the power to reject or accept the pull request.  I just
think it's a better way of doing things, because often it's much easier to
fix the problem and submit the fix, rather than going back and forth trying
to describe what the issue is and have someone else fix it.
