I could be way off here, but I was under the impression that with the 
introduction of Catalina, an Apple notarization was necessary even for 
sharing apps from one computer to another, even if this was not done 
through the Apple Store. I encountered the same problem in August 2020 when 
creating an app with py2app and sharing it with someone else.
