See LUCENE-8820 and LUCENE-8821. The same applies for PyLucene:
* Use https links everywhere
* Remove old releases from the mirrors
* Consider creating a DOWNLOAD page (not sure if that is a hard requirement)
* At the least, use https when linking to closer.lua
