The output format/compression really depends on the output device you plan on delivering the final clip to. Don't go uncompressed unless you have a killer system that can sustain NTSC and/or PAL (29.97/25fps, respectively) frame rate. If it's for presentations and/or the web, 12 f/s is the 'standard'. For windows, I'd use the divx encoder (www.divx.com), you can get great compression, small file sizes and great quality. The individual settings you'll have to tweak to get what you find appealing. I'd avoid older codecs that come prepackaged with Premiere, they are all mostly outdated and will frustrate you. For non-windows, I'd go for Quicktime, compressing quicktime is a diff't story, I find the file sizes somewhat large for those equivalent in quality to DIVX files, but then again, I know there are people out there who are masters at compressing QT movies for web-delivery...
