It was always enabled for Debian. For some time Ubuntu had slightly different version of PyOpenCL, with changed build scripts, so it might have OpenGL support disabled. Now both Debian and Ubuntu contain the same version of PyOpenCL, built the same way, so it should not be a problem. After the next upload they'll also contain the same versions of PyCUDA (slightly off-list note).
