I filed an issue in PyPy's name with Atlassian about spam pull requests 
on the PyPy hg repo, it is annoying to decline them.

Here is the text of the issue (reference BBS-42969):
"We have been getting pull requests like this one

https://bitbucket.org/pypy/pypy/pull-requests/492/niconico-translator/diff

Pure garbage. How can we prevent this?"
