Fwiw, I guess you mean https://en.wikipedia.org/wiki/Colocation_centre . As Matti points out, not all buildbots are necessarily rack-mounted hardware. Some of them are just regular machines that happen to be otherwise mostly idle, that somebody leaves running. We do however also have rack-mounted machines in business/university settings. In practice the first kind of hardware tends to silently disappear after a few months, with a few exceptions. So I guess a colo looks like a good plan.
