The following works for me...
import sys
from PyQt4.QtGui import QApplication, QListWidget, QListWidgetItem
app = QApplication(sys.argv)
lw = QListWidget()
QListWidgetItem(u"\N{horizontal ellipsis}", lw)
lw.show()
app.exec_()
