Sorry for being quiet so long. I've finally managed to create a first
draft of the PSEP (PySide Enhancement Proposal) process. The HTML
generation tools are not yet in place but the PSEP-1 document is
available in the Git repository:

I'll be working on the PSEP process and the tools quite heavily in the
next few days, and I'd be glad to receive your comments and opinions on
our plans.
