I don't think we should touch Final PSEPs: that's the whole point of them being Final. :-I
In my opinion, we can either make additions to the document, give the new document a new PSEP number, and mark the original as "Replaced" (see [1] for the pretty diagram), OR make a very small PSEP specifying just the default signal signature behaviour and nothing else. I don't have a strong preference for either, but I think the latter route would save us some work. On the other hand, the replacement PSEP would more cleanly specify all of the signal functionality in one place.
