Hi, Smart installer is a concept related to the Symbian platform and is really not that relevant to PySide because PySide hasn't been ported to Symbian yet. Harmattan uses Debian packaging and Apt repositories (which, coincidentally, some people might also call a "smart installer").
The Python packages on N9 won't be preinstalled on the device but will be available from a Nokia Apps repo from which Ovi Store applications are allowed to depend on.
