if you check https://pypi.org/project/PySide2/5.11.0a1.dev1530776631953/#files you'll see that even the very first release on pypi.org<http://pypi.org> didn't have the win32 py27 windows wheels.
Most likely you installed those from http://download.qt.io/snapshots/ci/pyside/5.9/latest/pyside2/ at some point. On 17.
