Yes. I think that this is a bug. Fixed in:

http://pytables.org/trac/changeset/2994/trunk

where the adopted solution has been described a little bit.

With the fix above, you will see 'fs' copied. However, I'm not sure in
which situations the FILTERS system attribute can be automatically set
(the only thing that I know is that this *can* happen and that it is not
a bug).  Perhaps Ivan can shed more light on this.
