Reading from http://mail.python.org/pipermail/python-3000/2006-April/001474.html, the message that prompted this particular addition to PEP 3099, "I want good Unicode support for string literals and comments. Everything else in the language ought to be ASCII." Identifiers aren't string literals or comments.
