* parser now raises ``ParserError`` instead of ``Exception``

What is tsplib95?
-----------------

tsplib95 is a library for reading TSPLIB95 problems and solutions.
It supports the entire file format specification and automatically
converts problems into ``networkx.Graph`` instances.
