In addition, the bug report is under-specified: Who says
that an URL is required for all packages? It certainly is
possible to have packages without URL, so I can't see why
you are annoyed.

Closing the report as "invalid". If you still think there is
a bug in Python, please submit a new report, stating what
you are doing, what happens, and what you expect to happen
instead.

Bugs are a discrepancy between intended/claimed behavior and 
actual behavior.  Since this does not appear to report such a 
discrepancy, it does not appear to be a bug report.  Please close 
and ask your question and make your comment on the Python 
discussion mailing list or newsgroup (comp.lang.python).
