Summary: Fix Lib/test/test___all__.py

Initial Comment:
There's a comment saying:
             # In case _socket fails to build, make
this test fail more gracefully
             # than an AttributeError somewhere deep in
CGIHTTPServer.

The proposed fix is attached. Applies to revision 51453.

The existing code's comment is not a To-Do. It states that
the test will fail clearly at the import of _socket instead
of somewhere in CGIHTTPServer. (closing)

Please explain more clearly what the problem is. Does the
existing code not work?
