Having finally taken a quick look at the RFC (I haven't read it through yet), I think this does belong in email and not http. The RFC makes it clear that while the most common implementation is http, it is designed to be generic, and as such IMO the logical place for it in the stdlib is with the rest of the MIME types, in email.
