PYTHONHASHSEED has to be a string anyhow, so why not just get rid of PYTHONHASHRANDOMIZATION? Use PYTHONHASHSEED=random to use randomization. Other values that cannot be turned into an integer will be (currently) undefined. (You may want to raise a fatal error, on the assumption that errors should not pass silently.)
