[issue16424] regression: os.path.split('//hostname/foo/bar.txt')

'//hostname/foo/' is an UNC path.  Now splitunc() deprecated and splitdrive() 
works with an UNC paths.

>>> ntpath.splitdrive('//hostname/foo/')
('//hostname/foo', '/')
