Re msg193703: A little before that, 'value' is INCREF'ed, and then:

    wstr = PyUnicode_AsUnicodeAndSize(value, &size);
    if (wstr == NULL)
        return NULL;

Shouldn't 'value' be DECREF'ed before returning?
