Note: the actual explanation is that Feb 29th doesn't exist in *1900* which is 
the default year in strptime(). The same error happens if you ask for "Feb 30" 
or "Apr 31", it has nothing to do with leap years specifically.

In other words, the documentation looks sufficient to me as-is, and adding 
special wording for this would only make it longer than it should be.
