Encountered an isssue with Unicode paths when invoking Sphinx' distutils
command (i.e. 'setup.py build_sphinx'):

Command.ensure_dirname (likewise ensure_filename) fails because
_ensure_stringlike only tests for isistance(..., str) rather than
