Martin v. Löwis added the comment: I think overlapped.c should be merged back to _winapi (apparently, it started with code from _winapi). overlapped has a number of functions that aren't in _winapi, but should be (IMO). Then, the _overlapped module should be dropped.
Of course, this may break code synchronization with Tulip.
