Alex Gaynor added the comment: That's because of the set of ciphersuites offered by the server (see https://www.ssllabs.com/ssltest/analyze.html?d=linuxfr.org), it's not an inevitable property of TLS. For example jenkins.cryptography.io (see https://www.ssllabs.com/ssltest/analyze.html?d=jenkins.cryptography.io) offers ECDHE suites without any RC4 at all.
