I would have to generate a MOUSEWHEEL event and see if it fails. I have generated mouse clicks before. I'll try to see if I can generate a MOUSEWHEEL event and if it errors, not bind to it. Although it might be hard for me to test, as I just updated my tcl/tk. I will also try to figure out how to bind to Ctrl+MOUSEWHEEL and not just MOUSEWHEEL.
