I was going to make a joke about Counters only accepting integral values, but
the constructor is actually quite laxist:
>>> Counter({'a': 2.5})
Counter({'a': 2.5})
>>> Counter({'a': 2.5 + 1j})
Counter({'a': (2.5+1j)})
>>> Counter({'a': 'b'})
Counter({'a': 'b'})
