Serhiy Storchaka added the comment: I haven't fixed all bugs in handling encoding cookie yet (there are separate issues). Well, this issue can be closed, I'll open new issue about the PEP when will be needed. The PEP should be corrected because it affects how other Python implementations and other tools handle this.
