Module) describes the "env" parameter thusly:

If env is not None, it defines the environment variables for the new 
process.

This is too vague to be useful.  If it's not None, what should it be?  A 
dictionary in the style of os.environ?  A sequence of name/value pairs?  A 
string with some sort of delimiter between each entry?
