R. David Murray added the comment: The body of the versionchanged has to be a single paragraph (no blank lines). Usually we start each sentence on a newline in the source, but it comes out rendered as a single flowed paragraph. Perhaps eventually someone will add support to Sphinx for unordered lists in a directive, but a single paragraph is good enough.
