[issue25782] CPython hangs on error __context__ set to the error itself

The bug is in "PyErr_SetObject":

            while ((context = PyException_GetContext(o))) {
                Py_DECREF(context);
                if (context == value) {
                    PyException_SetContext(o, NULL);
                    break;
                }
                o = context;
            }

The loop can be infinite.
