On Windows, socket.gethostbyaddr() must decode the hostname from the ANSI code 
page, not from UTF-8. See for example this issue:
https://bugs.python.org/issue26226#msg259077

Attached patch changes the socket module to decode hostnames from the ANSI code 
page on Windows.
