Here's some pretty compelling evidence for a bad PYTHONHOME setting:
C:\>set PYTHONHOME=C:\path\not\here
C:\>py -3.5
Fatal Python error: Py_Initialize: unable to load the file system codec
ImportError: No module named 'encodings'
