In this case, Raymond is merely articulating our policy: if something is in pre-PEP stage we don't generally keep issues open in the tracker. We open issues for PEPs when they get to the implementation stage.
So, if you want to pursue this, the best forum is the python-ideas mailing list, followed eventually by the python-dev mailing list.
