The function definition should be in openssl/x509_vfy.h, not rsa.h. What's the output of configure on your system? You should see something like ./configure ... checking for pkg-config... /usr/bin/pkg-config checking whether compiling and linking against OpenSSL works... yes checking for X509_VERIFY_PARAM_set1_host in libssl... yes checking for --with-ssl-default-suites... python ...
