It looks like you're not able to download the debug symbol packages from your machine. This may be a network issue or perhaps a totally disconnected machine? If you run setup with the "/layout [directory]" option on a machine with internet access it will give you all the possible installation files. Then you can transfer these to the other machine and install without needing network access.
