Martin v. Löwis <mar...@v.loewis.de> added the comment: It's not sufficient that they get created when 2to3 needs them. It might be that the user running 2to3 has no permission to write them. I believe that it currently then just won't write them - but they won't be created, either (it used to be that it aborts when it can't write them)
