Yep, that seems like the reason. All of that redirection is handled by the OS and I don't think we'd want to override it. However, I suspect we're close to having another discussion about making the 64 bit download the default. There are fewer actual 32-bit OS installs out there (though I don't have real numbers yet) and I think we're seeing more people get confused by the 32-bit installer than would be by an immediate error if they need a different one. That said, ARM devices can only run the 32-bit version.
