I've stumbled into this issue and it's started occurring reliably on keyring in Python 3.6 as found on Github CI (https://github.com/jaraco/keyring/runs/1994652010?check_suite_focus=true). It's not a highly-reproducible environment. I can't replicate it on my local machine, so there's probably something about how Github CI has changed the environment that's started to trigger the error.
