"Tools/msi/README.txt" still references "%SystemRoot%\System32" and "%SystemRoot%\SysWOW64" as the location of "python3[x].dll" for all-users installs. The containing paragraph can be removed. Move the lines for ".\python3x.dll" and ".\python3.dll" unconditionally into the installation directory listing.
