Leaving the launcher behind is deliberate. Otherwise you might install/uninstall 3.10 alpha and lose the launcher completely. I can't trivially reproduce the ARP issue, so we'll need some more information. If possible, can you grab the install logs from %TEMP% and attach them here in a zip file?
