How did you enter the Chinese characters?
It works for me:
>>> filename = 'Beijing 北京市'
>>> with open(filename, 'w') as f:
... f.write('data')
...

>>> from pathlib import Path
>>> p = Path(filename)
>>> p.read_bytes()
b'data'
